A care home manager has been ordered to pay more than £4,000 after failing to provide safe care and treatment to service users after a boat capsized, resulting in the deaths of two people. Janice Sowden pleaded guilty to failing to provide safe care and treatment to three people resulting in avoidable harm to them….
