Consensus appoints Paula Keys as CEO and David Spruzen to chair

Provider of adult social care services Consensus Support has appointed Paula Keys as the company’s chief executive officer and David Spruzen as non-executive chair of its board of directors.

Keys has held leadership roles in health and social care provision including chief operating officer at Horizon Care and Education Group, a role that she also fulfilled at HC-One. She previously held the positions of chief of staff, managing director and operations director at HC-One, and was head of quality with Bupa Care Services.


Alongside her appointment, the business has created a chief operating officer post within the leadership team. Eddie Morgan’s internal appointment to that position follows eight years of senior roles within Consensus, including his time as CEO between December 2019 and March 2022.

David Spruzen

Spruzen has experience in the adult learning disabilities care sector, having served as the chief executive of HC-One, as well as CEO and subsequently executive chair at Care Management Group and as executive chair of Achieve Together.
