CCGs failed to promote choice but did not act anti-competitively, says Monitor

Health regulator Monitor has rejected a complaint brought by Spire Healthcare that Fylde and Wyre CCG and Blackpool CCG had directed patients away from its Fylde Coast Hospital to a nearby foundation trust.
