Councils holding the lions share of personal budgets

Analysis of the latest figures on direct payments and self-directed care from NASCIS (National Adult Social Care Intelligence Service) by Laing & Buisson shows that the vast majority of personal budgets are held by councilsmade on behalf of service users rather than being given in the form of direct payments, despite evidence that direct payments lead to better outcomes.
