Precept unlikely to meet government target

Analysis of Chancellor George Osborne’s reforms for social care funding announced in last years’ Spending Review by The King’s Fund, Nuffield Trust and The Health Foundation has found that 2% precept is unlikely to raise as much as the government suggests. Mr Osborne stated that the measure, which can be implemented at the discretion of councils each year for the next four years, would bring almost £2bn more into the care system.
