Voluntray scheme could raise additional £3.5bn for the NHS

The NHS could raise as much as £3.5bn a year by introducing a top-up fee enabling NHS patients to purchase enhanced treatment from NHS trusts and independent sector providers, according to a report published by think tank Civitas.
