Singapore aims to reopen to vaccinated medical tourists, health tourists and tourists by September 2021. While inbound medical tourism has fallen in the last decade, the city state does still attract customers from Asia and Russia. Which markets open first will depend on which countries Singapore allows in and which countries allow their citizens to travel to Singapore.

Vaccination is key to the relaxation of any restrictions or border policies for Singapore. The government has said it will not wait for everyone to be vaccinated before it begins to open up, as that would mean holding back the entire reopening timeline until much later in the year.

The loosening of any restrictions will only be offered to vaccinated individuals, as, by September, 80% of the population are expected to be vaccinated. Vaccinated and negatively tested travellers will be able to enter without needing to serve the 14-day stay home notice in a hotel.

Singapore may first try to establish travel corridors with countries that have managed Covid-19 effectively. A planned travel bubble between Australia and Singapore has been delayed until December last week, whilst the collapse of the Australia-New Zealand travel bubbles means Singapore may have to look elsewhere for a travel corridor.
